Updated plans for the proposed leisure centre and doctors surgery in Bransbury Park have been made available and will be discussed at Portsmouth City Council's planning committee meeting on December 18th. Housebuilder "Vistry Group" has submitted a Plan to build 58 houses and 90 plus car-spaces on the former Harbour School site on St James' Hospital.  It conforms with their public consultation on 19th July at Milton Village Hall. The site forms part of the Homes England parcel of the Hospital otherwise known as Phase 1.  The Forum responded that we thought it a decent scheme in terms of layout and design with a pleasing central amenity area ("Orchard Park"), helping give it an attractive "sense of place". The Portsmouth Local Plan produced by Local Planning Authority (LPA) sets out planning policy through to 2040. Planning Applications are submitted to the LPA and are managed by planning officers, to whom elected councillors delegate most decisions. Our response to the developers: We're pleased with the layout of the proposed scheme overall. We like the shared pedestrian and vehicular street design and the "Gateway" layout into "Orchard Park" from Orchard Lane, framed by the housing. It would be improved further if the shared access was applied to all of the roads within the scheme excepting Orchard Road. Your intention to introduce a mix of different external detailing is supported too.    Notwithstanding our opposition to the number of parking spaces (see below), we're pleased the scheme avoids parked vehicles dominating the street scene and we'd like to see a high proportion of plug-in electric charging points too.
